Missing FM field in order after activation of OLC

I have upgraded my sand box system ECC 6.0 EhP6 and activated LOG_EAM_OLC. 

We are public sector and use most of the FM dimensions.
When I create an order for OLC, the selection under Goto >assignments
for Funds Management  is now grayed out.  I was lead to believe you
could assign FM at the header level and then default the account assignment

details into all operations. In account assignment under operations,  I can only find
functional area, Fund, Funded program grant are all missing.   The only config settings

I found was to activate it by plant and order type.  Any help would be greatly appreciated.
