System User Status Management in EAM Objects

Hi Gurus,

I Have some fresh questions about System Status Management :

1) I need to link an operation user status (Good, Not-Good) to a specific user status for an equipment, How can i do it ?
    PS : I already tried the OIBS transaction for defining the influence and the next actions for each business transaction

2) For a specific equipment, how can i block the completion of the related order/Notifications.
    PS : I know how to block scheduling a plan using the equipment, but even when i set this (see the pic bellow), I cant block the technically complete of an order & complete
