How to control work order creation when notification is not released

Hi,

We are looking for an User Exit (if any) to control the creation / release of work order when the notification is not released.

This is possible by creating user status for notification, but we are looking for any other way SAP has provided an option to control by Exit or Enhancements. Appreciate your help.
