Assign CU design to Construction measure

Hello Experts,

I am trying to assign CU design to the Construction measure. I went through the path from Menu : Construction Measure --> Follow-on functions --> Select design. But Select design is inactive. Where am I wrong ? What should be done to assign CU design to CM ?
